Q: Which size would have small side diameter 11 to 11 1/2 inches, and approx 3 ft tall?. Which size should I order?

They were smaller than i expected so i recommend the largest size available.

Q: Do the hoops come apart in order to wrap around my plant then reattach hoop?

No but there are clips on the sides to unhook from base.

Q: are the hoops metal or plastic?

Coated Metal. Very fit for purpose. I'll buy more.

Q: do the rings open to get around a mature plant are the rings on this adjustable to open and go around a plant?

The rings are adjustable up and down. So can support tall plant or a wider plant. I use them with my Pothos ivys. I really like them.
