Q: Are these soft or plastic. Do they make noise when you move your head

No, these are not plastic. They are some sort of fabric, made in Germany with a secure zipper. There is only one per package.I have bought others that make a rustling noise, but these do not.

No. It doesn't stretch. You can probably get your pillow in it if the pillow is soft, but it will be very tight. These covers are designed to be airtight to prevent exposure to dust mites, and they do an excellent job of that. But not much give to them.
