Q: Will this prevent starlings and Grackles from using the feeder? The ones I have have learned to bounce/flap when on the feeder and can get the food

What I have found is that you can adjust the weight to keep starlings off, but not necessarily grackles. And you are right - the starlings do bounce up and down enough to knock seed out of the feeder onto the ground. I doubt the weather guard does much to stop grackles. In other words, the weather guard only serves the purpose for which it is designed - to keep rain away from the ports and to shelter the birds who can still eat there.

Q: Will this fit on the WBU Eliminator (looks the same)?

Fits on mine! Also, doesn't bother the cardinals. I have two feeders - one with and one without. I don't fill either more than half way because the good food costs too much to dump because of dampness every couple weeks but you may live in an area with more birds.

Yes, it definitely fits on this model,And to my delite, the birds weren't scared off by it!

Q: What diameter of tube will this fit onto? And is there any reason it wouldn't fit any feeder of that diameter?

The tube diameter of the Squirrel Buster plus is 4 inches. It should fit any feeder with thtat diameter.
